Is eSubmitter supposed to generate the reporting form WITH the attachment?

    I've been trying to create a report in eSubmitter for a medical device event. I've uploaded a PDF attachment to eSubmitter which contains type AND graphics regarding the event, but when everything is packaged, the attachment isn't generated with the report.

    Am I wrong in understanding that the report should be followed by the attachment in the new PFD generated by eSubmitter? If not, why is it not generating it? I have one more day to submit this report and I'd like to learn how to do this process correctly, rather than just enter the text into eSubmitter.

    Any ideas?
