Expedited FOI service is an oxymoron.  There is no practical way short of a court order.

Instead, try the folks at FOI services, Inc.  They cannot necessarily get it any faster, but if you happen to be asking for something that they already requested for someone else, they likely will have the document scanned and in their database.
