I think it's a great idea to work with a resume specialist to optimize presentation and impact. A specialist can help you best present yourself for the opportunities you are seeking.
I've not used one myself, but I think it's like any other professional service - ask friends and colleagues for suggestions to find someone competent, reliable, and professional. It may be a little difficult to ask friends about a resume writer, but you can frame it as doing a resume update for your own records. It's something useful to do even if not embarking on a search!
That said, the majority of resume work is stuff you do yourself. When I last updated mine, I went through my job descriptions, annual performance review summaries, and project lists. I captured the tasks, processes, and projects for which I was responsible and the impact I had made.
Collecting and processing that information gave me insights into who I am, what I do, where I add value, and most importantly: where I want to contribute in the future. That helped me when it was time to search. Knowing where you are headed and what you see as your value contributions makes a search more efficient. If you aren't searching, it lets you optimize your performance within your current organization.
To conclude: a resume specialist can help with presentation, but a resume update takes a lot of work on your part. And that work pays off in greater insight and ability to align yourself with your organization.
