We are wondering whether VAT tax is required if we are donating medical device to a research facility. Where can I find guidance document or an expert to help answer this question.

I would suggest that you contact the relevant tax authority in the country you are donating as the rules can be different depending on the country, the tax authorities are normally very helpful.
