as David Jensen mentions, I am not sure about the RAPS Chapter, but I had asked long-time members and it appeared that they wanted an organization independent of RAPS.
Having said that, we do support those wishing to take the RAC exame by offering a RAC precourse (just about started) presenting the topics by local experts on the topics they present. There is ample room for discussion on the topics too and students are encouraged to form study groups outside the weekly meetings. Just wanted to mention that in case that is of interest to you.
The monthly meetings are usually held on Thursday.
In November we hold a round-table event where NCRAF members discuss a topic in smaller (up to 9 participants per table) on hot topics in regulatory. Usually we will have between 10 and 15 presenters to host 10 - 15 tables.
The second yearly special event is the Spring Symposium held in May with a key opinion leader presenting a key note lecture.
All our events provide food and cost is minimal/depending on type of event and membership. The events are always a good opportunity to network and special time for networking is provided before the presentations.

There is also ORCA (regulatory & clinical), in the Seattle area. I don't know about OCRA, but both NCRAF and ORCA have been active since the 90s.
NCRAF also didn't want to be a chapter of a national organization, and my recollection is that ORCA didn't either. That was something of a moot point, however. Until fairly recently in its history, RAPS didn't want chapters.

This seems to be similar to Orange County Regulatory Affairs (OCRA) in Southern.California. They are not a chapter,, and my.understanding is that they wanted their own control and didn't see a benefit of being a RAPS controlled Chapter. And the size of Southern Cal.is so large, with tough commutes, this probably makes sense.

I'm not sure why there isn't a RAPS chapter in NC, but there is the North Carolina Regulatory Affairs Forum (www.ncraf.org). About 500 members strong, monthly meetings (although not in the summer - next meeting in Sept.) and a good resource for regulatory professionals in NC.
