I don't think that I can help very much even though I have obtained multiple OOPD designations over time and have only recently submitted a grant application. However, I do have the following thoughts: 1. The grant application is done thru the same process online as NIH and other government grants. Unless you have established an account and gone through it, do not underestimate the amount of effort required. 2. Take advantage of speaking with the staff at OOP. They can't help you write the grant (wouldn't that be nice?) but they can help understanding the requirements and help get the grant submitted after you get the multiple error messages when trying to submit.
The question we asked ourselves was whether the relatively small amount of money available was worth it. We probably would not have done it if we didn't already have the grant "written" following submission of a much larger grant to DOD as we were advised by an "expert" in these things that he couldn't help us he had never met someone who was funded by an OOPD grant. This is meant to be a downer comment, just be realistic in how much work is involved.
