The best way of doing it is to subscribe to newsletters to the relevant agencies and read them. This is how I stay up to date. And yes, it takes time and commitment.

I work for a small company in the government operations sector that tracks legislation and regulatory changes for trade associations in various sectors, including pharmaceuticals. My CEO informed me that in "the old days" she was able to purchase a list-serv with the emails of compliance staff to establish a point of contact, but it is no longer published. Does anyone know of an efficient way to source contact details or if such a list exists and has been rehoused?
