    It always takes us a while to get started on a new task. We're still in the knee-jerk stage. One supply chain manager says "go away and don't bother me; it's a regulation so the Regulatory department should handle it." Another says "don't get my suppliers upset; no one outside my team should communicate with them." Sometime soon we'll agree in principle, form a team, assign a project manager, and start making it happen.
