You are correct that it is for public awareness, but the checklist and decision trees are definitely out for feedback. It should be a living document for regulatory affairs professionals charged with the oversight of Artificial Intelligence in human subjects research. The challenge with oversight has resulted in having to pay for commercial IRBs or building ancillary review committees for these projects, and many research institutions simply don't have the resources to do that, but still want to do amazing research. This, hopefully, enables them to do so.
