There are a few paid subscription services out there for standards, regulations, and guidance - different services offer different sources which are pulled from. Many of these are paid services, but you can sign up for listserv notifications like with FDA and some others. There are a few threads about this topic which have been posted in the past. Sometimes it is still a fairly manual process ... would be nice if everything was all in the same place.

I don't know of any site that compiles all agency updates that isn't a paid site... PinkSheet and Dr. Evidence may have some of the information you need. I am not sure of any sites that are cosmetic specific.

It is a challenge to keep up with the regulatory updates regularly. The MoCRA will be coming soon and other updates from the EPA, Health Canada or EMA. Is there a site where all the updates come in one place instead of searching each site individually?
