Two major changes on tariffs of overseas imported medical devices have been made, announced by China Ministry of Finance on December 31, 2022, and January 1, 2023, respectively:
1. From January 1, 2023, China has implemented a provisional import tax rate lower than the Most-Favored-Nation (MFN) rate for 1,020 commodities, including 13 types of medical devices. Some are listed below:

3. Raw materials for vascular stents
4. Dentures
5. Artificial joints
6. Artificial heart valves
7. Hearing aids (accessories excluded)

2. From July 1, 2023, the MFN tax rate for more products will be adjusted and reduced in accordance to the "Amendment to Tariff Concession List of the People's Republic of China Upon Joining the World Trade Organization". 37 medical devices categories will be exempted from importation tariffs, including:
1. Surgical robots
2. ECG therapy device
3. B-ultrasound diagnostic instrument
4. Color ultrasound diagnostic instrument
5. MRI completed equipment
6. Patient monitors
7. Endoscope
8. Ultraviolet and infrared equipment
9. Blood transfusion equipment
10. Kidney dialysis equipment
11. Vascular stents
12. Pacemaker (accessories excluded)

Adding Surgical Robots into New Tariff Heading
Chinese government has been actively promoting the advanced medical technologies, including surgical robots. The benefits of adding a corresponding tariff heading for surgical robots includes promoting the commodity trade flow, facilitating statistical analysis on international commodity trade, enhancing the international trade management, and encouraging trade transparency.
The announcement highlighted:
1. The newly added category, "Surgical robot", refers to medical devices consisting of robotic arms, consoles, imaging systems that perform complex minimally invasive surgical procedures. It includes orthopedic surgery robot, laparoscopic surgical robot, neurosurgical robot and interventional radiation surgery robot.
2. Importation of Da Vinci, Mako and other surgical robots will be tariff free.
