I was at a company that did a lot of it when requirements were a little simpler. There was no formal quality agreement, just a handshake. Eventually after some personnel changes there was a brouhaha with one customer over who was supposed to put what in the labeling and who was supposed to list it how and management solved the problem by canceling the whole program.
